Sri Lanka – France Relations
Sri Lanka and France enjoy warm and longstanding bilateral relations based on mutual respect, friendship, and cooperation. Diplomatic relations between the two countries were established in 1948, and in 2023 both nations commemorated the 75th anniversary of diplomatic ties.
Political Relations
Sri Lanka and France maintain regular dialogue and cooperation on regional and international issues. Bilateral engagement has expanded in recent years through high-level visits, diplomatic consultations, and strategic cooperation initiatives.
In 2023, French President Emmanuel Macron visited Colombo, marking an important milestone in bilateral relations. Sri Lankan leaders have also undertaken official visits to France to further strengthen cooperation in political, economic, and cultural fields.
The two countries launched inaugural bilateral consultations between their Foreign Ministries in October 2023 to deepen diplomatic engagement and identify new areas of partnership.
Economic and Trade Cooperation
France is one of Sri Lanka’s important economic partners within the European Union and among the leading EU investors in Sri Lanka. Bilateral trade covers a wide range of sectors including textiles, tea, spices, rubber products, fisheries, machinery, pharmaceuticals, cosmetics, and aviation-related equipment.
Several French companies have established operations in Sri Lanka, contributing to investment, employment generation, logistics, retail, and infrastructure development. Economic cooperation continues to expand through trade promotion initiatives and business partnerships.
France also played a constructive role in supporting Sri Lanka’s economic recovery and debt restructuring efforts following the economic crisis of 2022.
Maritime and Strategic Cooperation
As nations connected to the Indian Ocean region, Sri Lanka and France cooperate closely on maritime affairs and regional security. In 2024, the two countries inaugurated the Regional Maritime Studies Centre (Centre Régional d’Études Maritimes – CREM) in Colombo to promote training and cooperation on maritime security, marine environmental protection, rescue operations, and combating illicit trafficking.
Cultural and Educational Relations
Cultural and educational exchanges form an important pillar of Sri Lanka–France relations. French language and culture are promoted in Sri Lanka through the network of Alliance Française centres located in Colombo, Kandy, Jaffna, and Matara. Thousands of Sri Lankan students study the French language each year.
Cooperation also extends to higher education, arts, archaeology, heritage conservation, and academic exchanges. Sri Lanka’s engagement with UNESCO in Paris further contributes to collaboration in cultural and educational fields.
Tourism and People-to-People Links
France remains an important tourism market for Sri Lanka, with a growing number of French visitors travelling to the island annually. Tourism, cultural exchanges, and the Sri Lankan community living in France continue to strengthen people-to-people relations between the two countries.
Sri Lanka and France today share a dynamic partnership that continues to expand across diplomacy, trade, culture, education, maritime cooperation, and international engagement.
