Application for New Passport in lieu of Current / Expired Passport
Ordinary passports are valid for Ten (10) years from the date of issuance unless or otherwise make a special endorsement/restriction. A new passport should be obtained upon the expiry of this 10-year period or if there are no remaining pages for visa endorsements. Holders are responsible for applying for new passports in advance before expiring of their existing passports or running out of pages for visa endorsements.
Eligibility : An applicant who is a Sri Lankan Citizen by descent or by registration residing in France, Spain, Portugal, Monaco and Andorra.
Who can apply? Holder of a permanent resident certificate or valid visa for the country as appropriate France, Spain, Portugal, Monaco and Andorra
How long will this take ? The issuing authority is the Department of immigration and emigration of Sri Lanka Colombo therefore the total processing time for a new passport is 4 - 6 months from the date of submission of the completed application.
Usually the embassy will forward completed applications to the Department of immigration through the ministry of foreign relations by diplomatic bag.
The embassy cannot guarantee the issuance of passport within a specific time period.
There are two options available for you to apply for a new passport as indicated below:

- You can send the application, original documents (as indicated in the below), existing passport, copies of original documents, certified applications with photographs (certified by France Notary/Attorney or relevant City Office or Sri Lankan Honorary Consul), bank transfer note together with one (01) self-addressed and stamped envelopes.
Special Notes:
- Please note that the Embassy is not liable or responsible for any damage or loss of passports and other documents during the Post
- Applicants are instructed not to transfer or deposit any consular fee to the Embassy bank account until receiving confirmation from the Consular Section on fulfillment/completion of all the required documents for the particular consular function
- Fees will not be refunded under any circumstances, after issuance of a receipt
Please bring the following documents when you visit the Embassy for your appointment:
Required documents:
- The Form K (IM +35) – must be duly completed with the signature on page 2. The signature must not touch the cage. Instructions to fill the Passport Application
- Photos/passport photos should show the “direct face without spectacles”, both ears and the complete head must be visible (biometric & photo size 3.5cm * 4.5cm)
- Current passport with a photocopy of the data page, observation/alteration pages, stamped visa pages.
- Original Birth certificates issued by the Registrar General, District Registrar/Divisional registrar within 06 months only. Photocopies certified by third parties and translators will not be accepted by the department of immigration and immigration Sri Lanka.
- If the applicant was born outside Sri Lanka only Original citizenship certificate with a clear photocopy - The citizenship certificate issued by the department of immigration and emigration in Sri Lanka. A copy of the payment receipt of citizenship will be accepted only for the first time of the passport.
- Note: if an applicant born outside Sri Lanka and has reached 21 years, he or she should submit the citizenship certificate with the endorsement in the reverse side of the certificate regarding the applicant’s continuation of Sri Lankan nationality. (In the absence of the extension, you must submit an affidavit for not extending the Sri Lankan Nationality. The Affidavit will be given by the Embassy For this affidavit, the applicant must pay an additional €64)
- If you wish to obtain the married name (applicable to female applications), you must submit the Original marriage certificate with a clear photocopy. If it’s in a foreign language, you must bring a English translation. (Photocopies certified by the other parties and translations will not be accepted). In case of divorce and if spouse wishes to continue her married name in the new passport a Photocopy of the court order and the original is compulsory.
- Original Sri Lankan National Identity Card (NIC). If you have only a copy of the national identity card, please write a letter for not submitting the original. If you do not possess a Sri Lankan National Identity (NIC)card, please write a letter (English/Sinhalese/Tamil) stating the reason/s why you do not have a National ID card from Sri Lanka. - Sample Letter
- If the applicant is a dual citizen Original dual citizenship certificate and a photocopy. Original Foreign passport and a photocopy of data page.
- If the applicant desires to include his/her profession, Job/Occupation in the passport Original Certificate of Employment, Professional or educational certificates with a photocopy.
- If the applicant is a member of Buddhist clergy Certificate of higher ordinance (Upasampada Sahathikaya) in addition to the birth certificate.
- Original and a copy of the immigrant valid visa (if you don’t have the Immigrant visa, you must bring the commission reject or the Refugee renounce letter legalized by the French Foreign Ministry and its English Translation.) Please note that the visa must be valid minimum 1-3 month/s. In the absence of the valid visa, you must submit an affidavit confirming that you have not obtained any other foreign nationality, Refugee or Asylum status. (The Affidavit will be given by the Embassy)
Please bring a photocopy of each document and English Translation/s of all the documents in French.
Fees:
- New Passport Application Fee: €140.00
- Postage within France: €10
- Postage Outside France: €15
- Affidavit for no visa: € 64 (Please note that an affidavit is required for non- immigrant visa holders and the applicant must pay 64€ to certify the affidavit by this mission.)
Payment method:
- If the applicant physical visits the embassy he/she can pay by cash· Credit or ATM or debit cards and personal or company cheques will not be accepted.
- The applicants who wish to pay relevant face by direct transfer to the bank account of the embassy of Sri Lanka in France are advised to contact the embassy for further instructions.
IMPORTANT
- Fees will not be refunded under any circumstance after issuance of an official receipt
- Translations will not be accepted as originals. All photocopies should be on A4 size paper.
- Embassy latest all the documents and return the originals to the applicant.
- If the deletion of child's name from the parent’s passport is required. parents’ passport must be submitted.
- Parents who are always applying for a new passport along with their child or children do not need to delete the child’s details from their passports since parents will be issued with a new passport.
- If the applicant needs to send or receive documents (by Express courier service or speed post etc.) on an urgent basis he or she must organise them independently.
- The embassy is unable to take any responsibility for documents lost or delayed in the post or courier.
